Major Update | On October 9, 2024, the US DOE officially published the final rules for the latest certification and labeling requirements and implementation regulations!

After its pre publication on September 20, 2024, on October 9, the US Department of Energy (DOE) officially published the Federal Register Final Rule and determined its effective and compliance dates. This rule establishes and revises certification clauses, labeling requirements, and enforcement clauses for specific types of consumer goods and commercial/industrial equipment.
Important Update 1: DOE Latest Certification Rules - Effective and Compliance Date Confirmed
The effective date of the newly revised certification and labeling requirements is December 23, 2024.
Starting from May 7, 2025, manufacturers must submit initial certification reports for basic models distributed in commerce for products or equipment that comply with new or revised standards established by this rule.
For basic models with existing certification regulations, revisions to certification report requirements that comply with existing standards will be mandatory starting from the annual certification report submitted on or after May 7, 2025.
Important update 2: EPS, BCS, and GSL certification report updates
EPS: Starting from the annual certification report submitted on or after May 7, 2025, add reporting requirements to specify the effective wire gauge and length (or manufacturer recommended output wire specifications) of the EPS output line for shipment, and require reporting of the output voltage.
BCS: Add reporting requirements for battery chargers tested using multiple measurement methods on or before the date of compliance with the energy-saving standards revised according to Appendix Y1.
GSLs: Starting from May 7, 2025, mandatory submission of CCMS systems must demonstrate compliance with energy-saving standards of 45lm/W.
Important Update 3: DOE Certification Report Template Update
The US Department of Energy (DOE) is working to complete the certification template in order to provide certification bodies with sufficient time to prepare for the compliance date of the energy-saving standards in this final rule amendment. For certification reports submitted after the effective date of this final rule but before the compliance date, manufacturers may selectively submit certification reports in accordance with the requirements of this final rule amendment (i.e. allowing early compliance). The report template of DOE CCMS GSLs will be continuously followed up by technical experts from Beike, and major manufacturers will be notified as soon as the press conference is held.
Products regulated by the US Department of Energy (DOE):
Central air conditioning and heat pumps, dishwashers, household washing machines, pool heaters, dehumidifiers, external power sources, battery chargers, computer room air conditioning, direct expansion dedicated outdoor air systems, air-cooled, three-phase, small commercial packaged air conditioners and heat pumps with cooling capacity less than 65000 Btu/h, air-cooled, three-phase, variable refrigerant flow air conditioners and heat pumps with cooling capacity less than 65000 Btu/h, commercial hot water equipment, automatic commercial ice makers, walk-in coolers and freezers, commercial and industrial pumps, portable air conditioners, compressors, dedicated pool pump motors, air purifiers, single package vertical units, ceiling fan light kits, general lighting products, etc.
Certification Management System (CCMS):
The Certification Management System (CCMS) is managed by the U.S. Department of Energy's DOE Electrical Standards Program. CCMS is an online interface through which manufacturers of covered products and commercial equipment must submit compliance certification information to DOE electronically. The public certification database houses only store the certification records of the current basic model submitted within the past year. Although manufacturers may submit new information daily, the certification database will be updated approximately every two weeks to give the US Department of Energy (DOE) time to actively review all submitted information.
DOE CCMS Annual Certification Report Rules:
The US Department of Energy regularly releases notifications for submitting annual certification reports for the DOE certification CCMS system. According to US federal law 10 CFR 429.12 (d), DOE CCMS requires certified products to undergo certification work by submitting an annual certification report.
The DOE CCMS annual certification report date is calculated based on one year from the date submitted by the client.
